Operations Research / Systems Analyst (ORSA) Officers – U.S. Army (FA49)
Operations Research / Systems Analysts (ORSAs), designated as Functional Area 49 (FA49), are the Army’s experts in applying advanced analytic methods to solve complex military problems. ORSAs enable evidence-based decision making at every echelon, from tactical units to the highest levels of the Department of Defense.
What ORSAs Do
ORSAs are uniquely positioned at the intersection of data, operations, and strategy. Their responsibilities include:
- Strategic Analysis: Informing force structure decisions, resourcing strategies, and modernization priorities.
- Campaigning & Wargaming: Designing and analyzing operational plans and wargames to assess risk, feasibility, and effectiveness.

Becoming an ORSA requires strong intellectual and technical foundations. Officers selected typically demonstrate:
- Academic Rigor:
- Bachelor’s degree with high quantitative content (engineering, math, economics, physical sciences, computer science, etc.).
- Many pursue advanced degrees (Master’s/PhD) in Operations Research, Applied Mathematics, Data Science, or related disciplines.
- Analytic Skillset:
- Proficiency in statistics, probability, optimization, and modeling.
- Competence with analytic tools such as R, Python, MATLAB, SQL, and visualization software.
- Operational Credibility:
- Successful company-grade command or staff experience in their basic branch.
- Ability to connect data analysis to real-world military operations.
- Communication Strength:
- Clear writing and briefing skills to translate complex analysis into recommendations understandable to senior leaders.
Career Path & Development
- Accessions: Officers are typically assessed into FA49 after company command or key developmental time in their basic branch (usually Captains in the 5–8 year window).
- Training: The ORSA Military Applications Course (ORSA-MAC, also known as the Q Course) provides foundational skills in operations research, statistics, and Army problem-solving.
- Assignments:
- Tactical/Operational: Division and corps analysis cells, operational testing units.
- Strategic: Army Staff (G-8, G-3/5/7), combatant commands, Center for Army Analysis (CAA), TRADOC Analysis Center (TRAC).
- Joint/Agency: OSD, Joint Staff, DARPA, and other DoD entities.
- Advanced Civil Schooling (ACS): Many ORSAs pursue graduate education fully funded by the Army.
